"WASHINGTON (Reuters) - Lockheed Martin (LMT.N) has been awarded a $2.4 billion contract for spare parts for F-35 joint strike fighters purchased by the Air Force, Navy and Marine Corps as well as foreign militaries, the Pentagon said on Friday." [that's it]

This is one of the side-effects of a tri-service fighter, all the buys go through a single point of purchase. If this had been 3 separate contracts, not much attention would have been paid. Another thing of note is that no mention of this being "just" an annual buy as it obviously covers multiple years.
"The early bird gets the worm but the second mouse gets the cheese."
