I believe so.

- The report detailed mission planning problems with the US Navy’s JSOW missile that could jeopardize the fleet’s ability to attack moving ship targets and allow flexible engagement of targets on land.

This is a confusing part. It's the newer JSOW-C1 that has moving maritime targetting (with Link-16) and not the Baseline JSOW-C. However, the C1 was part of Block 4.1 so where did the Block 3F JSOW Maritime & moving target capability come from? Did they sneak "Basic" C1 into Block 3F?

Looks like old news. In 2016 DOTE report, issues was discovered with the c-1 integration that forced it from blk 3f. I assume its just confirmation that the c-1 capability will come with blk 4 as it couldn't make it for 3F

Going back, I found the first mention of the JSOW-C1 being a part of Block 3F in the 2015 DOT&E report.

The Block 3F WDA events plan currently contains events that will test Block 3F capabilities to employ the GBU-12 Paveway II laser-guided bomb, GBU-31/32 Joint Direct Attack Munition (JDAM), Navy Joint Stand-off Weapon (JSOW)-C1, Small Diameter Bomb I (SDB-1), AIM-120C Advanced Medium-Range Air-to-Air Missile (AMRAAM), AIM-9X, and the gun in the full operating environment of each variant.

The timeline is what surprises me since the C1 just achieved IOC in June of 2016.
