If this is true, this is the best use of an Aircraft Carrier for retirement IMO.

I wonder what small civil Aviation plane can take off of a ski ramp?

This is bogus news. The decommissioned former British aircraft carrier HMS Illustrious has been transferred to Turkey and is currently moored at Aliaga, at a Turkish shipyard/recycling facility in Izmir awaiting its fate (either being dismantled for scrap or being modernized by the Turkish Navy to be used as a LHD until the commissioning of TCG Anadolu).

Sucks that it isn't being used as a General Aviation airport.

Imagine the fun in landing a small cessna style plane on the flight deck.
