GROUND RECEPTACLE BONDING CHECK REQUIREMENT

There is a procedure to carry out ground receptacle checkout procedure in TO 00-25-172- TECHNICAL MANUAL. GROUND SERVICING OF AIRCRAFT AND STATIC GROUNDING/BONDING. This technical order applies to all USAF aircraft ground servicing operations and it states that the electrical resistance between receptacles and clean aircraft skin shall be 1 ohm or less.
What is the intent of this check? why is the consequence if the reading is more than 1 ohm? Is it too stringent to set it at 1 ohm? Is this check carried out for aircraft as well?
