Although not very prominent (at least from this angle), this Block 52 D Model features the "cheek" antennaes on either side of the front fusealge, just aft of the radome (a la Israeli F-16I) -

That's NOT Changi East. From the look of the facilities in the background, it's probably Andersen AFB, Guam. The Vipers staged thru Hickam and Andersen during the ferry flight to Singapore.
