The 174th FW, NYANG Syracuse, NY is still the 174th FW as of April 2005. They are still operating the F-16C/D. The KC-135E is most likely from the niagra falls unit of the NYANG. -

There is a difference between 174th FW and 174th ARS. The KC-135 is from Sioux City Iowa which used to fly the F-16C/D block 30 small mouth.
