Does anyone know if these repaints are being done during phase maintenance, a TCTO job, or as jets become available to do it?

My understanding is that it is done as part of routine maintenance. Otherwise they would have done this in "one go" for the entire unit at once.

With the marking in the right side of the jet, the F-16 symbol, we could know that these jets are painted at Hill AFB, Utah. (For the PACAF, it was KAI who responsible to this paint. The KAI is the contractor of the MRO for the PACAF F-16s)

And SABCA for the European units.
