The cloud-based version of ALIS previously referred to (at least once) as "ALIS Next Gen" is being rebranded as "ODIN"; Operational Data Integrated Network.

I'm sure the main reason for this is to try differentiate this new system from ALIS and problems that have plagued it in the past, but to be fair, ODIN will more or less run a different architecture. Here's hoping they're also going after various other issues that have frustrated maintainers (and that this cloud-based system is sufficiently resilient to situations where there's limited network connectivity).

Moving away from ALIS is a great idea, however going for ODIN is a mistake -- clearly they should have selected LOKE instead (Logistics Operational Key Enterprise) :)

QUOTE:

Air Force Selects Alabama, Wisconsin Air National Guard for F-35s

The F-35 is going to get red tails and fly with cheeseheads. The Air Force on Thursday picked the Alabama Air National Guard’s 187th Fighter Wing and the Wisconsin Air National Guard’s 115th Fighter Wing to transition to the F-35 from their current F-16 fleets. “Selecting Truax Field and Dannelly Field will increase Air National Guard F-35A units providing fifth generation airpower around the world,” Air Force Secretary Heather Wilson said in a release. The Air Force announced in December 2016 that Dannelly Field and Truax Field were finalists, along with Guard bases in Idaho, Florida, and Michigan. Burlington AGS, Vt., has already been selected to receive the first Air National Guard F-35s. The aircraft are expected to begin arriving in Alabama and Wisconsin in 2023. Each location will get 18 primary aircraft, said Brig. Gen. Randal Efferson, chief of staff of the Alabama Air National Guard, during a press conference announcing the decision. Dannelly Field will also get about $20 million to build up infrastructure for the F-35s, Efferson said. —Brian Everstine

While there is some currency hedging in JPO, the general absence of currency hedging in
procurement agencies is really baffling.

Not a criticism of Australia since DOD and most other agencies don't hedge either; the UK MOD being one
that I've seen that hedges to any noticeable extent.

Difficult to comment as I don't have an inside view. In many organisations, hedging may be performed on an aggregated basis e.g. at the finance ministry level so there could be hedging but just not possible to attribute to a specific project like the Air 6000 because of the aggregation. Also can't discount the possibility of natural hedges i.e. offset against other foreign currency receipts. I don't think individual ministries would have dedicated treasury staff to handle hedging. This would more likely be a finance ministry responsibility so I'd withhold any negative comments without more clarity.

Defence operates on a ‘no win, no loss’ funding basis. Dept, Finance handles the currency aspect, so defence is insured against fluctuations so it never loses out and blows out it’s approved budgets, but it never gets to win either, any “profit” it makes via positive currency fluctuations, get handed back to Treasury...
