Is Russia STILL a serious competitor, in Mil aviation?

That would be YF-23. there was never an F-23 because it didn't get picked... it lost to the F-22

MEAN rcs is value mentioned for Su-57 model.

If you read chinese study they got similar mean values, they also mentioned they aren't different from other stealth models similar size they tested.
