To what extent does the artificial stability of the Block-52 F-16 control the aircraft?

All models of the F-16 have negative static stability during subsonic operation and will depart controlled flight in less than 1 second if the horizontal stabilizers quit moving under command of the flight control system. If the pilot had direct control of the stabs, it would be very unlikely that they would be able to keep the pointy end going forward.
