Questions about range:

Do newer engines have generally better fuel consumption per specific thrust than old engines? And can two seat fighters turn off one engine during flight for better range?

1) Newer engines do tend to have better specific fuel consumption, yes.

2) Turning one engine off on a two-engined aircraft would probably reduce range. For something like the F-22, you would generate a yawing moment by cutting one engine off which would have to be countered by rudder deflection. This would markedly increase trim drag. Also, since the engine that is turned off isn't "processing" air, then that engine acts to increase drag as well.

Specifications call for the F-35 to have maintenance cost that is one-tenth of the F-22. Many sub-sytems are designed to last the life of the aircraft without any maintenance. Now, some subsystems will be upgraded during the life of the aircraft and therefore will not need to last the entire lifetime of the aircraft without any maintenance.
The projected cost figures are a real sales feature for the F-35, for it will cost less to maintain than most all fourth generation aircraft!
