The good thing about glowing brakes is that you can assume they are hot, just get the pilot out, leave the area, and let the jet sit.
The Firefighters near the jet are after the fact, (look at the discoloration of the wheels) he possibly hears the nitrogen being released through blow out plugs.
Missed barrier engagement can be a number of things, including putting the hook down after the barrier. A lot has to be on the pilots mind during a high speed abort, especially the issue that made him decide to abort a heavy jet in the first place!

For random comparison, back on Thursday, 7 August 1986, at Ping Tung AB, Ping Tung County, Taiwan, a ROCAF TF-104G (4183, C/N 5759, S/N 63-8455) aborted its take off, missed the BAK-12 arresting cable, missed the arresting net, bounced up the earth mound beyond the end of the runway, glided over the ditch, and slid down a sugar cane field for 700 m, before it stopped.

One of its pilots bought the farm.

Used to have RF-104s based here in Louisville at what once was Standiford Field. They deployed drag chutes on every landing.

Reading the story of Toste I am a bit surprised. The tires were replaced because they were burned which I can imagine. But I also would expected the MLG Wheel fuses to melt within the 45 minutes with those Red Hot glowing brakes.

The F-16 got its drag chute when Norway specified it as a requirement back in the 70's, and that was not to help abort take-offs, but to help landing on ice and above normal cross wind. Very few nations have chosen to include the drag chute, while some have added it later. I believe some versions of the F-16 have added avionics instead of a drag chute on the protruding location.
