Indeed, it uses a split-rudder design that creates the same drag on both sides of the tail fin and can be seen in this photo:

It works exactly the same way the A-10 (and also SU-25) speed brakes work, just with the ailerons (and as the same with the F-22, it still allows roll inputs).
