From Germany to S Korea is the word.
But if I had to start guessing, I would say that the Germans left the shipping up to S Koreans, who it appears got very cheap and lax with their delivery. Not sure why the Finish gvt is so certian that this was going to China. |

| Now if you read the article it was the explosives were meant for China and the missiles for the South Koreans. Unfortunately the missiles were second to be dropped off so the Finns were right to stop it. |
