I've been retired 11 years but if memory serves me right that is the GPS antennae and it is secured with screws.

Yes. It's the original version of the GPS antenna that came out around '88-ish. Dunno if it's still used or not. I see a couple of newer types of antennas in the picture.

That was a GPS antenna when I worked on them. 88-0445 is a test bird at Edwards AFB. 88-0445 Orange indicates "test" equipment on the middle antenna and the two smaller ones.... who knows? You see a lot of off the wall stuff on test birds. I guy I worked with was stationed at Eglin AFB, Fl during the late 70's in the test wing and had a Cruise Missle strapped to the belly of his F-4 to test the missle's navigation system.
