Sorry to disappoint you. Judging by the looks and uniform I think it’s an A&E/A&P (civilian subcontractor). Judging by his stature, I think he is a union member.
You should contact Lego and ask to be a model for the military version.

Well... the face/head is easy enough to swap out, substituting for the unshaven/subcontractor look.
A green body would surely pass for BDUs, or tan for DCUs...
As for a "Lego" military model, that seems to be one place Lego won't go... Unlike "Megabloks"
