This looks like a Link Block 40 Weapon System Trainer (WST). Judging from the shape of the visual displays it suggests the Evans and Sutherhland ESIG-500 which was installed on a bunch of trainers around about 1988-89, the same time the B40 was fielded. Not sure where this particular one is located, maybe at Binghamton or at Luke (we had a BUNCH of stuff at Luke!).
