"Crazyal611" is right. A more and more common paint scheme among the US F-16s.
It was first adopted by the Block-30s in the 8 FW / 80 FS at Kunsan AB, ROK, during the later part of the 1990s and practically every ANG/AFRC/ACC/PACAF/USAFE unit has one or more "birds" painted in a variation of this scheme shown here. And as the 186 FW / 120 FS of the Montana ANG got most of their "Big Inlet" Block-30s from the 8 FW in Korea, they have paint jobs like this.
