F-16 A's and B's at AMARC

Why aint they using the abundance of F-16 A's and B's they have sitting in the boneyard?. I live right near the Boneyard and they have FAR more A's and B's then they do C models...and When BAE converted the QF-4E,G,and QRF-4C models into drones. It only cost 400,000 per unit.....10 F-16's converted into drones at 60 million bucks...It seems to me that thats a little steep for planes that are gonna be splashed into the Gulf Of Mexico or at the Nellis range.
