The F-16XL started out in 1977 as the F-16 Supersonic Cruise and Maneuver Prototype, or SCAMP. The goal of the program was to demonstrate the applicability of supersonic transport technologies to military aircraft. The program was led by Harry Hillaker, the chief designer of the F-16.
