I agree "TAI" per se is not a law, but the budget appropriations around it is "to be used" to implement the decades old concept of gyrenes on carriers. Congress would want to know WTF if they just completely pulled off for a long period. All they have is C/Ds so those "should" be on carriers for a while yet, if only to do exercises in Hawaii. Or so I would expect ...
