The 200 figure is about the number of pilots assigned to F-22 squadrons in the USAF. I'm not sure if that number includes the ANG pilots who have flying duties in the F-22. There are more F-22 pilots, who are not currently assigned to squadrons. How often non-squadron pilots actually still fly, especially since the grounding, is a different story.
In one instance, i knew a former wing commander of a F-22 fighter wing and he flew F-15s until retiring from the USAF, well before the F-22 grounding.
