I'm not understanding your 'not understanding' about the "pretty colored lights" (plus how the photo was taken & technology discussed in another thread). Lights are ship & aircraft navigation lights which are also reflected off metal surfaces - longer exposure times in low light otherwise makes them APPEAR brighter than they are in reality - at night etc.
