I have a strong feeling the F-35 is hard for auto white balance to adjust to... notice also the panel line tape looks darker than the rest, which is not how it looks in many other lighting conditions. In some pictures, you can see both effects in play in the same shot.

Hard to tell without other shots of that bird in the same condition though.

Definitely mint green primer. Don't know why one sees it on random places on F-35s.

Probably they replaced a part or did some work, and haven't bothered to repaint it yet? I'd imagine applying whatever special paint the airplane uses is a little more involved than just shooting some aircraft epoxy, and if all you're doing is stateside training flights, why take the airplane down for a paint touchup if you can wait till it's down for heavier maintenance later?
