3F conversions

Since most of the A/C assigned to the 34th FS are still equipped with 3I(I'm assuming most of the newly built A/C with the 3F software are going to the 4th FS), and the fact that IOT&E does not begin until this fall, do the A/C with the older 3I software wait until IOT&E is completed before getting upgraded, or they have a schedule to follow that will upgrade them while IO&E is taking place ?

F-35As that are operationally deployed already have 3F upgrades installed, the rest are being upgraded now.
