Here is a "DEFENSE ACQUISITION UNIVERSITY" case study written in Jan 2017 about the F-35's Block development program, what went right & wrong, and gives a lot of details on plans.

That URL gives a 'security exception' in IE (various) - FireFox allows an exception to then download the 1.1Mb PDF.

DOD likes to use their own SSL certificate authority that none of the browser vendors trust by default. If you go to a lot of DOD sites (and trust them) you can install their root CA certs.

Why cannot the DoD behave? FRuck the civilians eh. The DoD have taken a lot of stuff OFFline and I'm pissed (angry).
LOL. That's not actually a case study. If straw men had skeletons that would be the best description of what is essentially a 'cliff hangar' for students to postulate over. In that respect, it impresses. Someday between now and late 2020 I'll be able to tell you what the two (maybe three or four) biggest (and inter-related) missing pieces to that story are. Without those pieces, he should have called it a hypothetical F-Something fighter 'cause that is what the exercise describes. HE should have punched up the disclaimer big time.
