Not new to the F-16 really either, early 90s:

Here is the latest one:

Airmen attending the 57th ATG change of command ceremony take the first look at the new paint scheme applied to F-16C block 25 #85-1418 from the 64th AGRS in the USAF Thunderbird hangar at Nellis AFB on August 5th, 2016. This one of the kind 'splinter' scheme is one of two different paint schemes that will be introduced in the coming months. [USAF photo by A1C. Kevin Tanenbaum]

I am trying to find this article ona US pilot experienced in various nation airplanes doing DACT against them, I think it was on fighter sweep. Anyways, the one time he went against the M2000 in a F16, he said either it was not the French pilots' day or the M2000 was really inadequate and a poor fighter. He was much more interested in fighting the German Mig29.

I think this is it

The black Viper is not a new scheme - the VIper is simply in the process of receiving the new splinter black/grey/white scheme - confirmed by Eilson AFB own Facebook page.
So all the talk of "black Vipers" is fake news
Best regards
