JASDF pilot flies F-35A for first time

"Japan’s Ministry of Defense announced that its pilot has flown the F-35A for the first time on Feb. 7 at Luke Air Force Base, Arizona."

Wait a gosh darn minute! I thought the F-35 is too expensive and that its not ready for combat! Why are these countries getting the F-35 before Canada?
