Actually, he more than likely made the right call at the time. As fully funding the F-22. Would have come at the cost of the F-35. Which, may have pushed the latter over the edge in affordability.

100% agree
Additional Raptors would instill a fear factor greater than any number of F-35's, and the F-35 would still have been produced. Perhaps not in the same numbers and 5 years later, but we'd still have many more F-35's at that point than Russia/China have stealth aircraft.
I'm not saying the F-35 can't hold its own. I AM saying it doesn't carry the same intimidation factor upon arriving in theater as the F-22 does. And if we did build additional F-22's, USAF/Congress would have (hopefully) appropriately outfitted it from the get go.
