Why does it take so long to integrate weapons on F-22?

Why is taking longer to integrate things like AIM-120D and AIM-9X on F-22? Is it due to a more complicated software system or less capable software system than lets say F-15 or F/A-18?

Consider the vastly different launch envelopes even for a (relative to AIM-9X or AIM-120D)
simple glide weapon like the GBU-39.

When discussing AIM-9x integration, there's a quote to the effect that it took so long because of the Raptor's massive flight envelope vs. our other fighters.

Makes perfect sense IMO..

And I feel like we've been teased and waiting forever for Increment 3.2B to be fully uploaded/integrated into the aircraft as well. I know there is some overlap occurring between this software/hardware upgrade and the various missile/ordinance integration and testing efforts as well.

Good news is the Raptor is still untouchable even as is, but it would be nice to finally have the bird as kitted out as possible. It has been already 12 years since IOC. Which is kind of crazy to think about.
