OK, but now that that isn't the case (and hasn't been, for years)... why not look at something with 30-32,000lbs of thrust per engine? Budget related??

At the current time, yes budget related. Too many advanced programs needing too many dollars.

If you talk to F-15 drivers, none are lamenting the lack of thrust, so I suppose it's all good.
