There have been a number of infamous defections in US history (Oswald and Snowden, for instance). For this particular argument, however, that matters less than the fact that any US citizen could defect to Russia by civilian means without having to steal a military aircraft.

I meant the part about it being used to prevent US pilots from "stealing" the aircraft and/or presumably defecting.
