In take-off gains flaps go above wing line?

In take-off gains, flaps go above Trailing Edge wing line if the pilot makes max. roll at very low speed or stop before? I BELIEVE the rised one must go furthermore that wings to cancel the lift. But how much?

Nobody's here don't have a clue how flaperon's will move in take off /landing gains?
