What's flat rated engine's ?

Flat rated engine's graph is due to higher temperature/decay thrust or for that the thrust that is rated to be preserve because this limits?

It's like new engine's are derated on purpose, for performance , not just for a longer lifetime.

Are we talking intentional de-rating - or the big loss in thrust you get just from installing it into an airframe?

There is not big loss in thrust just a plateau and then this function kick in . My question is why this limited is present ?

I have never heard that term for any of the 7 engine for the F-16. What do you meant? what loss of thrust?

No it is not about F16 engine , it's about engine generally speaking , factory's de-rated on purpose in fabrication process , to not have loss in power at higher altitudes.This control system operation gives identical performance over the flat portion of the OAT range even while the engine degrades until it degrades to the point it hits the EGT limit.
