graph you posted is for RAM absorption capabilities, an aircraft RCS scattering graph will show you aspect angle as well
, F-22 RCS due to shaping at different frequency will look some what similar to this :

f-35, F-22 are likely to have very low frontal RCS even at low frequency
Again, stealth isn’t invisibility. What it can do, is make the F-22 a very slippery opponent, able to engage or disengage from combat much more easily than previous radar-age fighters. That’s especially important during attacks against the most sophisticated anti-aircraft missile sites, enemy AWACS aircraft, and other difficult targets

in the June 2006 Northern Edge exercise, when even E-2C and E-3 AWACS aircraft reportedly weren’t much help against the F-22

According to Laurie Hilditch, Eurofighter’s head of future requirements capture,the F-35′s frontal-aspect stealth can be defeated by stationing interceptors and AWACS at a 25º to 30º angle to the F-35′s most likely approach path to a target .

=> AWACS has to be positioned out of F-35's 60 degree frontal to be able to detect it

as far as i know all AWACS use low frequency radar

EL/M-2075 Phalcon use L band
E-7 Wedgetail use L band
A-50 use L band
Ericsson Erieye use L band
KJ-2000 use L band
E-3 use E/F band ( 2-4 Ghz )
E-2C use UHF band
... etc

you misunderstanding the graphics you posted
it is to show the detection range of these L radar again target with a given RCs, thus these RCS are obviously given in L band, that being said, estimated RCS of a complex body like an aircraft is impossible without computer simulation or actual measurement, and you still dont know the absorbing characteristics of the RAM they used, thus the only thing you can estimate is the RCS of aircraft without RAM ( aka treat the whole body as if they are metal)

anyway, here are how RCS varied with frequency

We don't know the actual front RCS in X band so who knows, those that do won't tell.
