Gladiatos,
In the US Tri-Service Designation System for Electronic Equipment the AN is the optional joint service indicator, indicating that a piece of equipment is used by more than one service (e.g. Air Force and Navy).
The keyword is of course <I>optional</I>, so to answer your second question, AN/APG and APG mean the same thing.

As for your first question regarding the best radar on the market, I don't really know enough about radars to answer that, but I'm sure someone else will be able to offer some interesting thoughts.
