Maj. Noel took perhaps the first NATO close-up picture of a Mig-25 Foxbat during an intercept mission in a CF-104 north/west of Norway. The photos were taken ca 80 nm northeast of Cape North on February 28th, 1979.

He retired on January 23rd, 2001 after serving for 37 years.
