His reactions trying to stabilize the aircraft is what caused the oscillations. He did know what the problem was but he wanted to get the YF-22 back on the ground, the larger the pieces from the crash would make the analysis easier. That resulted in the crash landing.
The aircraft entered a performance area of the envelope that had not been explored or even thought about.

That was the YF-22 crash. There was also an F-22A crash. I forget whether it was a production prototype or an operational aircraft. Consequently, I believe the crash was also due to the TVC system causing the aircraft to go out of control with its wheels down just as it lifted off the runway. Don't quote me on that, but I remember the whole incident being discussed in a thread on this forum.

YF-22 Accident: Caused by PIO.
F-22A Accident: Caused by power interruption / Flight control software issue.
