In an interview, the YF-22 Program manager -Sherman Mullin said, "the accident was a management mistake! As the F-22 was flying low over the runway with the wheels down, all was well. The TVC does not work with the wheels down. When Lockeed Test Pilot of the YF-22 Program Tom Morgenfeld raised the landing gear, the TVC system engaged. The nose being held down, with the TVC suddenly engaging caused the YF-22 to suddenly descend. Tom Morgenfeld quickly pulled back on the stick. His reactions trying to stabilize the aircraft is what caused the oscillations. He did know what the problem was but he wanted to get the YF-22 back on the ground, the larger the pieces from the crash would make the analysis easier. That resulted in the crash landing.
The aircraft entered a performance area of the envelope that had not been explored or even thought about.
