"Optimist by nature" Some would say that's just plain FOOLISH to beleive the Chinese have benign intentions. I wonder if the Army & Navy head honchos in Hawaii in 1941 were optimists, too. If Japan can afford them, I say sell 'em as many as they want.

Leaving aside the technology transfer issues, which I'm sure could be worked out through the LOEXCOM given the political will, I can't think of a country whose requirements are more suited to the Raptor's capabilities than Japan.

Am I missing something? What possible benefit would helping China build an aircraft carrier be to the US? Why not sell them some B-1's from the Boneyard to replace their Badgers, too? Pardon my Australian, but bloody ridiculous.

Sad thing is I'd wager the reason for the democrat-controlled congress enforcing the ban is more about making sure the F-22 is dead, dead, DEAD once the 183 have been bought. If they get their way they'd probably want to destroy all the tooling too so "it couldn't fall into the wrong hands".

Its just Politics......................Admiral Keating is not directing his comments toward Japan but China! Further, Congress didn't say Japan could not ever have the F-22. Just not during FY 08..........in Politics you have to learn to "read" between the lines! Trust me when we get closer to the closing of F-22 Production Lines. Things will get interesting.............Personally, I still believe Japan will get the Raptor. Salute

I read that article. They asked for the Raptor a few months ago when we thought it was going to be exported, so it's not really new news. I assume you read the article about the Saudi arms deal of $20 billion. They mentioned the F-22 because it said the U.S. would assure Israel it would maintain a qualitative edge over Arab countries. Since the F-22 has been banned from export again, I think that Israel will end up getting the F-35.

The theater commanders have quite a bit of say in this actually...as an export policy advisor I was required to vet any new policy to the theater staffs. If one said no, I'd better have a damn good reason to recommend otherwise in my SSS.

Not on technology export they don't.

This story suggests to me that this issue of exporting the F-22 is pretty much over now.
