U.S. tempts Japan with new F-22

For thousands of workers in Georgia, Texas and California, the question of what aircraft Japan chooses to replace its aging fighter jet fleet could mean their jobs.
Because the U.S. Air Force is scaling back its orders of the stealthy F-22, selling the costly fighter to an ally could be the only way to keep the multi-billion dollar production from ending. Japan - which has expressed interest and is one of the few countries with deep enough pockets - could be the only realistic buyer on the horizon.
Congress repeatedly has banned the sale or license of the F-22 ``Raptor' to any foreign government. The latest attempt to repeal that ban was shot down in the Senate earlier this year.
But the risk of losing thousands of skilled jobs is raising pressure on Congress to export the fighter. Japan's tantalizing interest could help turn the votes around.
During a summit with President Bush in April, Prime Minister Shinzo Abe brought up the F-22 issue, according to Japanese media reports.
The Air Force, meanwhile, sent a dozen F-22s from Langley Air Force Base, Va., to Okinawa, Japan, in February for a three-month deployment. It was the first time the fighters had been sent on a mission outside of the United States.
Officials said the deployment provided training for the pilots, and one payoff was the discovery of a glitch in the fighter's software that controlled the on-board clocks.
``The deployment allowed us to take the plane on an around-the-world shakedown,' Lt. Gen. Bruce Wright, commander of the U.S. forces in Japan, said in an interview with The Associated Press. ``The airspace around Okinawa provides a great training opportunity.'
Wright said the F-22 deployment was not part of an sales pitch. But the mission also gave the Air Force a chance to show off its plane.
While at Okinawa this spring, two F-22s and two F-15 Eagles took part in mock air battles with four F-4 Phantoms and four F-15s from Japan's Air Self-Defense Force. Japan is searching for a replacement for its F-4s, in service since 1973.
Japanese officials were impressed by the F-22's features, including radar-evading stealth design and ``super-cruise,' the ability to fly at supersonic speed for extended periods without using the jet engine afterburners, thus saving fuel and further reducing the likelihood of detection.
The F-22 was originally designed to counter the threat of advanced Soviet Su-27 fighters during the 1980s. Though that threat has diminished for the United States, Japan now is seeking to counter China's fleet of those same fighters.
The F-22 program, estimated at $70 billion, is among the largest for Lockheed Martin Corp, bringing in hundreds of millions of dollars a year. Boeing produces the plane's wings, fuselage and other component systems. Pratt and Whitney and other contractors are also involved.
But the Air Force's about-face on how many of the fighters it will buy has put the program in deep jeopardy - after originally saying it would purchase 750 of the planes, the Air Force has cut that number down to 183.
According to a Congressional Research Service report released last month, Lockheed employs 3,351 F-22 workers at plants in Marietta, Ga.; Fort Worth, Texas; and Palmdale, Calif.
The report notes that building F-22s for Japan ``is one way to keep the F-22 production line running' and adds that, ``promoting employment in the aerospace sector is beneficial to the U.S. economy.'
Even Japan, however, has balked at the cost.
Pouring an increasing amount of its budget into ballistic missile defense, and constrained by a defense expenditures' ceiling of 1 percent of GDP, Tokyo's resources are limited. At $130 million a plane, the F-22 would not be an easy sell in parliament.
``The F-22's capabilities are good, but it's too expensive. And the U.S. probably won't allow us to produce it under license,' Fumio Kyuma, then the defense minister, said in December.
Another option for Japan is the F-35 Joint Strike Fighter, which was designed as a multinational aircraft and can perform many of the same tasks as the F-22. Because of the overlap, the F-35 has become a rival for funding with the Raptor.
Japan is also looking at the F-18, advanced F-15s and the Eurofighter Typhoon.
Defense Ministry officials say the matter is under consideration, and no decision is expected soon.
I am betting the Pentagon says No!

| I love how he words it so it seems like the Air Force actually wants less F-22's. I thought I heard last week that we officially only offered the F-35 to them.... |

Your right we did offer, no firm decision yet by them but from what I have heard in the past (first hand),,,,the word is (from where I have been) an F22 sale to Japan will not happen but I have also learned "sh*t happens too"

Another piece of crap article by the f***ing Washington Post. From reading that, one would think it's the USAF fault for the cut to 183 airframes. How about explaining WHY the buy was cut and who is responsible for that (HINT: Congress).
