The F100/F110 and F404 engines are basically same generation but is F404 more "modular" and reliable engine then F100/F110?

For the F-18 the twin F404 configuration might be chosen over single F100/F110 for safety reasons (over water operations from carriers) but what about economics? Is it possible that F404 is much cheaper to operate that F100/110? If not, then F-18 would be much more costly to operate then similar performance F-16 and all for the sake of safety??? (I don't think USN didn't ask for lower operating cost and easier maintenance of the F404 having in mind that they will maintain their two engine aircraft on the ships away from home.

Just trying to compare economics of F-16 vs Gripen both being single engine fighters...
