An-70 is a heavy transport aircraft destined to replace the An-12 and Il-76 in both Ukraine and Russia. Germany was also a part of this program in the early 90s, but chose the A-400M later. The Russians say that the faulty design caused them to leave the program, but I suspect they ran out of money, because:
1 They say they are going to put new engines in the Il-76. That's not enough. They have lots of An-12 also and those are at the end of their useful life.
2 The plane developed in cooperation with India is a small transport plane called Il-112 destined to replace their An-24 and 26. It's in another class than the An-70 - much smaller.
3 Although the prototype indeed had some problems, many foreign customers showed interest in it. The Czech Republic would have been the first export customer with 3 planes as payment for Russia's debt to them.

AFAIK the biggest problem in An-70 project so far is development of engine so they are going to use some foreign engines instead of developing the new ones.
I can tell you that Poland is interested in project - PZL Mielec (producer of M-28 Skytruck - light STOL transport aircraft) is going to develop some new plane with Antonov (the size of C-235). |

The main problem is, that Russia doesn't want to have a plane wich is built partly in Ukraine, as there are some major tensions between the countries.
Russian plans are:
Replacing An-24/26/32 familiy by the Il-112V (No orders yet placed, nor even a prototype flown)
Replacing An-12 and Il-76 by a new transport aircraft. Two are in contest: Tu-330 and Il-214 (jointly developed with India). No prototypes have yet been built.
As an interim measure, Russia will either buy some Il-76MF to augment the existing fleet of Il-76MD, or update (at least overhaul) its fleet of Il-76MD. |
