The outlet is for ram air extracted from the 7. or 13. stage but before the VPR. It's job is to pull air over the primary and secondary heatexchanger when there is insuficcient ram air, ground operation being a good exsample. As far as I know it has never been flush to the skin, but it protrudes about 4 inches.

Originally the exhaust valve that controlles the air was to close when the A/C got airborne or airspeed exceeded 160 knots I believe. On norwegian F-16s the electricals to the valve has been cut and it is open all the time. On the later A/Cs we got (87-0711 & 87-0712 rip) the valve is removed comlpetely and replaced with open tubing.

We had a snag once where the valve ctually closed on ground. The electricals got through in some wierd way and gave the valve a close command. We had to think long and hard before we figured that out.
