Are any of the C and E models fly by wire? I know that the Air Force started accepting C's in 1979 and thats when the Viper was coming in so I was wondering if they installed fly-by-wire on the later F-15's?

This site has a very good explanation of the Eagle's flight control workings. While it doesn't look as though it has the same type of FBW system as the Viper (where commands are sent via electrical cables to the actuators), the pilot does make inputs to a "black box" of sorts that then sends the command on to the surface thru hydromechanical means. The Eagle has a secondary control called the Control Augmentation System (CAS) that is FBW-based. It works in unison with the primary hydromechanical system for optimum control stability but can take over for the hydromechanical system if it should fail. I think the same setup goes for both the C and E models.
AFAIK the only Eagles with FBW for normal flight ops are the testbeds (the ACTIVE F-15 for example) at Eddie or NASA Dryden.
