Just looked at the SAR for the SDB-II. Looks like the Navy will only get it in Sep 2020 with an initial fielding of 90 SDB-IIs + 22 BRUs per 10 plane sqn (F-35B & C). FRP in Jun 2020.

Procurement plan is 90 in 2017, 750 annually form 2018 to 2022 and 1160 in 2023 for a total buy of 5,000 SDB-IIs for DoN. USAF to get 12k units.

Since the SDB2 would require a new software package for existing fighters and since the Navy choose not to be part of the UAI initiative... only the F-35B/C will use the SDB2 initial for the Navy.
Quote:
{for the SDB2} Threshold aircraft is the F-15E for the Air Force and F-35B and F-35C for the Department of the Navy. Objective aircraft include the F/A-22, B-1, B-2, F-117, F-16, B-52, Predator B, and F/A-18E/F.

There is also the issue of the needed redesign of the JMM BRU for carrier ops (dual voltage needed)
