"The issue was whether it could be done in a balanced and affordable manner. This was a very controversial position in 1985—and it still is. There are many disbelievers in stealth, more than a few of them truly technically ignorant and proud of it."

On page 39 (bottom, last sentence) it reads:
"However, in early 1991, the Navy bailed out of the ATF program.
...
(Note: The Navy still got a vote in the ATF competition, and, as we found out later for certain, it cast it for our F-22 team.)"

What does that mean in detail: did the Navy decisively influence the outcome of the competition even though the NATF project was no longer pursued).
