I prefer to believe it's another high performance experimental fuel, which happens to be green in some way.

During WWII Germany had to make their own synthetic fuel since they had no access to sufficient amount of oil. It would be prudent of the US to have a second or even a third source of fuel should the world’s sea lanes become useless. I guess Canada and Mexico quickly becomes the second source if sparks starts to fly.
