He did not bring up Block 4. He was making a general statement about software development (like Block 2A, 2B, 3I and 3F) and others read/injected Block 4 into the discussion -- even going so far as to put an editorial comment about "a problem" at the top of the thread that was not part of the article. It is a red herring.
