With the battery switch in main power, does advancing the throttle above idle allow fuel to feed? More to the point: can doing a throttle movement check after you place the battery switch to main power cause a hot/hung start? Specific question to F-16MLU with PW220s, but I'm interested in other blocks as well.

No ... fuel won't flow until the "Engine" main fuel pump is turning.

Agreed.
The aircraft's pumps will not force fuel through the engine's main fuel pump or pressurizing and dump valve.
If you want to be more certain, close the fuel shut off valve.
