You're completely misinterpreting the situation. This was the default setting for the software, seeing as how it's atypical to engage coalition aircraft, and the desire to prevent Blue on Blue fratericide. It wasn't some nefarious code to prevent Turkey, from engaging Israeli aircraft. At the time Turkey bought their systems, they had friendly relations with Israel, and conducted training together. You're trying to make more out of this, than is the case.

Turkey's Military Electronics Industry (ASELSAN) has produced a new identification friend or foe (IFF) system for Turkish jet fighters, warships and submarines and the new software, contrary to the older, US-made version, does not automatically identify Israeli planes and ships as friends, a news report said on Tuesday.

Because like I said, the old hardware was set up for a common configuration, to help prevent Blue on Blue incidents. At the time the systems were purchased, there were no political tensions with Israel. Presumably, it wasn't easily reprogrammable, so the easy solution, was new hardware.

Youse already know about the pledge by Turkey to buy 100 F-35s so here is an excerpt from such a story with relevance to the 'code issue'.

"Turkey will proceed with its plan to acquire dozens of F-35 fighter jets worth $16 billion, says the Turkish Defense Minister. Many partner countries of the international F-35 consortium have reneged on their purchasing plans

Turkey is planning to purchase 100 multi-purpose F-35 jet fighters worth $16 billion, Turkish Defense Minister ?smet Y?lmaz has said, according to daily Milliyet.

The first two of the military aircraft will be delivered by 2015, he said. The decision to order two F-35s was made last month....

"...Negotiations on codes
Progress has also been made on negotiations with the United States over granting Turkey the permission to load war software, weapons and ammunition onto the aircraft independently, he said in a reply to a written question by ?smet Büyükataman, an opposition Nationalist Movement Party deputy.

Responding to claims that the U.S. would not sell the software and block the independent integration of weapons and ammunition, the minister said, “Negotiations regarding the independent loading of war software, weapons and ammunition to secure the independent deployment and maintenance of the F-35 in Turkey are continuing.”

Defense Industry Undersecretary Murad Bayar said last month Turkey and the U.S. were negotiating over flight codes for the two F-35 military planes."
